>>Announcer: THIS IS CBC “HERE AND NOW.”>>GOOD EVENING. WE START TONIGHT WITH THE WEATHER. THE AVALON SAW ITS FIRST BIG SNOWSTORM THIS YEAR JUST IN TIME FOR THE HOLIDAYS. IT BECAUSE CANCELLATIONS GET DELAYS AND DISRUPTIONS ON ONE OF THE BUSIEST TRAVEL DAYS OF THE YEAR. CAROLYN HAS BEEN OUT IN THE STORM FOR MOST OF THE DAY AND SHE JOINED JUST LIVE. HOW ARE THINGS OUT THERE RIGHT NOW?>>Reporter: ANYONE HOPING FOR A WHITE CHRISTMAS HAS CERTAINLY GOTTEN THEIR WISH AND THEN SOME. UPWARDS OF 30 CENTIMETRES OF SNOW IS EXPECTED TO DECORATE THE CITY BY THE TIME THE YOUNG ONES ARE UP AND OUT OF BED MORE MORNING UNWRAPPING GIFTS. RIGHT NOW THE SNOW HAS TAPERED OFF. IT IS ACTUALLY QUITE NICE OUT. EARLIER TODAY, THE WEATHER OUTSIDE WAS FRIGHTFUL. THIS PART OF THE CITY SHOULD BE BLOCKED SOLID WITH TRAFFIC TODAY THOSE LAST-MINUTE SHOPPERS SCRAMBLING THROUGH THE CITY’S LARGEST MALLS. SOME BRAVE SOULS HAVE VENTURED OUT, BUT MOST PEOPLE HAVE OPTED TO STAY SAFE AND WARM INDOORS TODAY. AT THE AIRPORT,” STORM HAS CANCELLED OR DELAYED MOST WHITES IN OR OUT OF ST. JOHN’S LEADING TO DISAPPOINTMENT AND FRUSTRATION FOR PEOPLE TRYING TO GET HOME IN TIME FOR CHRISTMAS, BUT THERE ARE A LUCKY FEW PASSENGERS WHO MADE IT.>>NOTHING LIKE A WHITE CHRISTMAS. FAMILIES TOGETHER.>>ORIGINALLY WE THOUGHT IT MIGHT BE CANCELLED BUT EVERYTHING WORKED OUT WELL AND WE PLANNED IT AND NOW WE ARE HERE.>>Reporter: MEANWHILE, THOUSANDS OF PEOPLE ARE CELEBRATING THE SNOW DAY. GOVERNMENT OFFICES AND SOME BUSINESSES HAVE SHUT DOWN. AN EARLY CHRISTMAS GIFT FOR THOSE ENJOYING A SURPRISE HOLIDAY AND LOVE THE SNOW.>>IT IS A LOVELY MORNING FOR A WALK DOWNTOWN. WE GOT A SNOW DAY SO I AM ENJOYING THE WEATHER.>>THERE’S A BIT OF SNOW.>>Reporter: ST. JOHN’S LOOKS LIKE A PRETTY CHRISTMAS CARD RIGHT NOW WITH THIS BLANKET OF FRESHLY FALLEN SNOW. I’M SURE A LOT OF PEOPLE ARE WONDERING, WAS THAT IT? WAS IT ALL OVER? OUR METEOROLOGIST HAS BEEN KEEPING AND I ON THE STORM ALL DAY TODAY. ASHLEY, WILL THE WEATHER STAY LIKE THIS FOR THE REST OF THE NIGHT?>>Ashley: UNFORTUNATELY NOT. NOT TO BURST YOUR SNOW GLOBE OR YOUR SNOW BUBBLE, BUT THAT WAS A LITTLE BIT OF A BREAK IN THE SYSTEM. WE CAN THANK THE AREA OF LOW PRESSURE FOR THAT. THE CENTRE JUST MOVE SOUTH OF NEWFOUNDLAND AND THAT IS WHY WE CAN SEE A BREAK IN THE SNOW BAND IS THE LOW-PRESSURE SYSTEMS CONTINUES TO STRENGTHEN, WE WILL SEE THESE BANDS THAT ARE GOING TO EVENTUALLY CONTINUE TONIGHT. THEY WILL RAMP BACK UP IN THE NEXT COUPLE OF HOURS AND WE WILL SEE THAT SNOW STRONG WINDS THROUGH THE NIGHT TONIGHT. WE HAVE A NUMBER OF WARNINGS IN PLACE WITH SNOWFALL WARNINGS THROUGH THE INTERIOR. THESE INCLUDE THE METRO AREA BECAUSE WE HAVE A SYSTEM INTENSIFYING AND BRINGING UP THOSE WINDS THROUGH THE DAY. UP THROUGH LABRADOR, WE HAVE A FREEZING DRIZZLE ADVISORY. YOU’RE WONDERING WHAT THE FORECAST WILL BE LIKE TOMORROW AND I WILL HAVE ALL OF THE DETAILS COMING UP.>>Anthony: THANK YOU. TO OTHER NEWS NOW, FIRED DESTROYED A MAINSTAY IN CONCEPTION BAY NORTH. FIREFIGHTERS WERE CALLED TO HOGAN’S TAKE OUT AROUND 4:00 A.M. THIS MORNING. THE BUSINESS SERVED UP FAST FOOD , BUT IT ALSO HOUSED A POST OFFICE, A BAR, AND THE LIQUOR STORE, AND A CONVENIENCE STORE. IT WAS NEAR NORTHERN BAY SANDS, THE POPULAR BEACH AND CAMPGROUND>>>ONE OF THIS PROVINCE’S ELITE FISHERMAN IS BEING WARNED THIS HOLIDAY SEASON. LINDSAY PATTON DIED THIS MORNING WHILE SCUBA DIVING OFF THE MATTERS — OFF THE WATERS. THE DEATH OF THE 46-YEAR-OLD HAS SENT SHOCKWAVES THROUGHOUT THE FISHING COMMUNITY, ESPECIALLY IN AREAS WHERE IT IS SAID — ESSENTIALLY SYNONYMOUS WITH THE FISHERY. HE WAS DIVING WITH HIS SON INTER — SEARCH OF WILD SCALLOPS AND MUSSELS. THEY ARE EXPERIENCED DIVERS BUT SOMETHING WENT TERRIBLY WRONG. HE LEAVES BEHIND A WIFE, THREE CHILDREN, AND OTHER FAMILY MEMBERS. [♪♪♪]>>HELPING HANDS ARE FEEDING HUNDREDS ON CHRISTMAS DAY IN ST. JOHN’S. I WILL HAVE THAT STORY COMING UP ON “HERE AND NOW.” [♪♪♪]>>Anthony: THE CHRISTMAS SPIRIT IS VERY MUCH ALIVE IN STEPHENVILLE. THAT IS WHERE TWO YOUNG BOYS ARE LEARNING THAT THE HOLIDAY SEASON IS ABOUT GIVING AS MUCH AS IT IS ABOUT RECEIVING. HERE IS TROY TURNER WITH THAT STORY.>>Reporter: CHRISTMAS IS ABOUT GIFTS FOR THESE KIDS. GETTING AND GIVING THEM. THEIR FAMILY HAS BEEN PROVIDING GIFTS TO SENIORS FOR THREE YEARS>>A LOT OF PEOPLE FORGET THAT SENIORS NEED THESE TYPES OF THINGS AND IT HAS BEEN HEARTWARMING FOR US. IT HAS BEEN AMAZING AND PEOPLE KEEP ON GIVING, WHICH IS SO GREAT.>>Reporter: THIS IDEA STARTED IN HAPPY VALLEY-GOOSE BAY WHEN THEIR PARENTS WERE NURSES OF THE LONG-TERM CARE CENTRE THERE. WHEN THE FAMILY MOVED TO BAY STE TRADITION CONTINUED.>>THIS IS OUR FIRST YEAR AND IT HAS BEEN THE MOST TO SEX — SUCCESSFUL YEAR. WE HAVE HAD AMAZING RESPONSES FROM COMPLETE STRANGERS, COWORKERS, FAMILIES, FRIENDS AND WORD-OF-MOUTH. IT’S DEFINITELY THE BIGGEST YEAR GET.>>Anthony: DONATIONS ON THE GIFTS COME FROM FAMILIES AND FRIENDS. THE PEOPLE AT ACADIAN VILLAGE ARE MOVED BY THE GESTURE.>>IS SO HEARTWARMING. WHEN THEY SEE THEM, AND ESPECIALLY IN THE COSTUMES, JUST THE SMILES AND THEM WANTING TO HUG THEM. IT IS THE TRUE MEANING OF CHRISTMAS AND HOLIDAY CHEER.>>Reporter: THE KIDS ARE ONLY TWO AND FOUR, BUT THEIR PARENTS ARE HOPING WHAT THEY WILL DO THIS YEAR WILL STAY WITH THEM AND BECOME AN ACT OF KINDNESS THEY CAN PASS ON WHEN THEY GROW UP.>>IT WAS THE BIGGEST YET AND THERE ARE PLANS FOR EXPANSION AND THEY HOPE TO DOUBLE THE GIFTS NEXT YEAR.>>Anthony: NO DOUBT THOSE BOYS WILL PROBABLY FIND OUT IN THE MORNING THAT THEY ARE DEFINITELY NOT ON SANTA’S NAUGHTY LIST. TIS THE NIGHT BEFORE CHRISTMAS, WHICH OFTEN MEANS A LITTLE PREP WORK, A LITTLE FOR DINNER. MANY PEOPLE IN THE PROVINCE ARE MAKING SURE PEOPLE WHO ARE DOWN ON THEIR LUCK WILL HAVE HOT MEALS EVEN IF THEY CAN’T GET A TURKEY WITH ALL THE FIXINGS TOGETHER THEMSELVES. TWO ST. JOHN’S BUSINESSES ARE BUSY WITH GENEROSITY.>>IT WILL BE A LOT AND I DON’T EVEN THINK –…>>Reporter: THEY HAVE BEEN PREPPING VEGETABLES FOR DAYS GETTING READY TO SERVE UP FREE TURKEY DINNERS WITH ALL THE FIXINGS ON CHRISTMAS DAY WITH FREE SHUTTLE SERVICE FROM FIVE LOCAL COMMUNITY CENTRES TO HELP PEOPLE GET THEIR.>>I WANT TO MAKE PEOPLE HAPPY CHRISTMAS.>>Reporter: THE OWNER OPERATOR SAYS HE HAS BEEN LUCKY THAT BUSINESS HAS BEEN GOOD SO IT IS IMPORTANT TO HELP OTHERS. HE WAS SURPRISED BY PEOPLE CALLING TO VOLUNTEER AS SERVERS.>>OUT OF THE GOODNESS OF THEIR HEARTS THAT DAY. IT SURPRISED ME AND REALLY TOUCHED ME. IT WAS AWESOME TO SEE.>>Reporter: STAFF WILL BE VOLUNTEERING BRIGHT AND EARLY TO COOK TURKEYS.>>WE DON’T CELEBRATE CHRISTMAS. WE GREW UP IN A MUSLIM COMMUNITY WE DON’T CELEBRATE IT. EVEN IF I WAS, I LOVE TO BE PART OF SOMETHING LIKE LIKE — LIKE THIS. IN MY CULTURE WE BIEVE IN GIVING BACK AND HELPING THOSE IN NEED. THIS IS SOMETHING AMAZING TO BE PART OF.>>Reporter: HUNDREDS OF POUNDS OF VEGETABLES AND DOZENS OF HOURS OF PREP WORK WITH 600 PEOPLE. THIS LOCAL BUSINESS IS SPREADING CHRISTMAS CHEER. FRESH TURKEY SOUP, CHILI, SWEET TREATS, WARM COFFEE AND LOTS OF DONATED CLOTHING, TOILETRIES AND FOOD WERE READY FOR HUNGRY GUESTS TO ENJOY THIS SNOWY CHRISTMAS EVE.>>WE ARE DOWNTOWN SO WE SEE THE NEED A LITTLE BIT MORE THAN A LOT OF BUSINESSES THAT MIGHT NOT BE DOWN HERE IN THIS SEGMENT. WE KNOW A LOT OF THESE GUYS BY NAME. THEY ARE HANGING OUT OUTSIDE.>>Reporter: THE SNOWSTORM IS IN KEEPING PEOPLE AWAY FROM THE FIVE — FAMILY ENVIRONMENT THEY HAVE SET UP. THIS COUPLE POPPED IN TO FILL THEIR BELLIES AND SAY THE NECESSITIES WERE AN ADDED BONUS.>>THANK YOU VERY MUCH. WE DON’T KNOW WHAT WE WOULD DO WITHOUT PEOPLE LIKE THAT. IT WOULD BE HARDER TO GET BY.>>HAVE A MERRY CHRISTMAS.>>HAVE A MERRY CHRISTMAS.>>A COMMUNITY COMING TOGETHER TAKING CARE OF EVERYONE THIS SNOWY CHRISTMAS.>>Anthony: FAMILY IN BURIN HAVE EXTRA VISITORS THIS CHRISTMAS ALL THE WAY FROM THE CANARY ISLAND. THEY ARE BROUGHT TOGETHER BY TRAGEDY AND A MESSAGE IN A BOTTLE. THE FAMILY LOST THEIR 6-YEAR-OLD DAUGHTER…>>IT IS SNOWING AND WHEN YOU COME TO THE CANARY ISLANDS AND COME HERE TO MY WIFE AND — WITH MY WIFE AND TWO CHILDREN AND THEY HAVE NEVER REALLY BEEN IN THE SNOW BEFORE. WE WENT OUT LAST NIGHT AND THE SMILES THEY HAD ON THEIR FACES MADE EVERYTHING WORTH IT.>>Anthony: THE FAMILY LOST THEIR 6-YEAR-OLD DAUGHTER BACK IN 2002. LESS THAN A YEAR AFTER SHE PASSED AWAY, THE FAMILY GOT A CALL FROM THE CANARY ISLANDS. A MESSAGE THAT SHE HAD PUT IN A BOTTLE THAT WASHED UP THERE ON THE OTHER SIDE OF THE OCEAN. THE PERSON WHO RECEIVED IT IS NOW HERE VISITING THE FAMILY FOR CHRISTMAS.>>SHE WOULD BE VERY HAPPY BECAUSE SHE WAS A LITTLE GIRL WHO SHE WANTED TO CELEBRATE CHRISTMAS, EVERYBODY’S BIRTHDAY, EVERYTHING HAD TO BE A CELEBRATION. I REALLY DO FEEL THAT THIS MESSAGE LANDED OVER IN JANUARY. THEY GOT THIS BOTTLE AND THEY GOT THIS CONNECTION. IT GIVES ME SOME CLOSURE. A CLOSURE THAT SHE IS NOT FAR. SHE IS ALWAYS HERE WITH US. [♪♪♪]>>THIS DEBT SERVICING IS EXTREME FOR NEWFOUNDLAND AND LABRADOR. NO OTHER PROVINCE WOULD HAVE THAT LEVEL OF DEBT SERVICING.>>Anthony: IN PART TWO OF THE YEAR AND INTERVIEWING OF THE PREMIER, WE ASK THEM HOW THE PROBLEMS WILL GET IT SPENDING UNDER CONTROL. [♪♪♪]>>Anthony: WELCOME BACK. IT IS LIKE A POSTCARD OUT IN SAINT JONES RIGHT NOW AFTER ALL THE SNOW THAT FELL FOR MOST OF THE DAY. HAVE YOU BEEN OUT THERE WITH YOU MEASURING STICK? SHE REALLY WAS.>>Reporter: I REALLY WAS. WHAT IS FUNNY IS I HAD TO GO ALL THE WAY AROUND THE NEWSROOM TO FIND A RULER TODAY BECAUSE I DIDN’T EVEN HAVE ONE.>>Anthony: RULERS ARE HARD TO FIND, BUT YOU FOUND ONE.>>I FOUND ONE. I WENT OUTSIDE AT 3:00 P.M. WHEN THE SNOW STOPPED FALLING.>>Anthony: WE ARE NOT DONE.>>Reporter: WE ARE NOT DONE.>>Anthony: IT IS NOT ONLY HERE THAT SNOW WAS FALLING. HERE ARE SOME NUMBERS FOR OTHER PLACES. DEER LAKE, AS OF 5:30 P.M. IS AT 28 CENTIMETRES, AND THEN THE AIRPORT IS ONLY REPORTING 14 OR AT LEAST A CENTIMETRE LESS THAN WHAT WE HAVE OUTSIDE THE STUDIO. NINE CENTIMETRES IN STEPHENVILLE AND GANDER AT 11 CENTIMETRES. THERE ARE OTHER AREAS ON THE AVALON THAT ARE SEEING HIGHER AMOUNTS, ESPECIALLY IN THE METRO AREA AND SOME 20 CENTIMETRES OF SNOW. THAT WILL CONTINUE AS WE HAD THROUGH THE NIGHT TONIGHT. WE WILL SEE MORE SNOW MOVE IN. HERE IS WHERE WE SAT MOST OF THE DAY. IT REALLY WAS LOVELY OTHER THAN THE SNOW. IF YOU ARE OUTSIDE PLAYING IN IT , IF HE DIDN’T HAVE TO BE ON THE ROAD, IT WAS A NICE AFTERNOON. -2 IN GANDER AND SAME FOR CORNER BROOK AND CHILE UP THROUGH LABRADOR. – 11 IN HAPPY VALLEY-GOOSE BAY AND SAME FOR LAB CITY. THERE’S TEMPERATURE — THOSE TEMPERATURES ARE SITTING THERE. HERE IS A LOOK AT THE SATELLITE AND RADAR. YOU CAN SEE THE AREA OF LOW-PRESSURE SPINNING AND WE WILL SEE, AS WE HAD THROUGH THE NEXT COUPLE OF HOURS, THESE BANDS OF SNOW. WE ARE ALREADY SEEING SNOW IN THE CLARENVILLE AREA AND THAT WILL REDEVELOP AS WE HAD THROUGH THE OVERNIGHT TONIGHT. STILL THINKING AMOUNTS ON THE FORECAST YESTERDAY THAT LOOK GOOD. ANYWHERE FROM 20 TO POTENTIALLY 30 CENTIMETRES OF SNOW BY THE TIME YOU WAKE UP TOMORROW MORNING. HERE IS THOSE BANDS OF SNOW. THEY WILL TAPER TO FLURRIES. THAT IS GOOD NEWS IS WE HAD THROUGH THE OVERNIGHT TONIGHT, BUT WINDS ARE REALLY GOING TO RAMP UP WITH GUSTS NEAR 52 AS MUCH AS 70 KM/H. OVERALL THINGS SHOULD TAPER TO FLURRIES FOR MOST OF US. SOUTHEASTERN PORTIONS OF LABRADOR WILL SEE FLURRIES OVERNIGHT. OTHERWISE QUIET FOR THE BIG LAND AND THEN WITH THOSE WINDS, YOU WILL SEE THE POTENTIAL FOR SOME BLOWING SNOW OVERNIGHT TONIGHT. ANYWHERE ALONG THE NORTHEAST COAST. TEMPERATURES WILL DIP BY COUPLE OF DEGREES. -3 FOR CORNER BROOK AND WINDS NOT AS STRONG. LAB CITY GOING DOWN TO – 19 OVERNIGHT TONIGHT AND WITH THE WIND CHILL. THE OTHER THING TO KEEP IN MIND, NOT ONLY THE WIND TOMORROW, BUT BECAUSE THAT LOW WILL BE STALLED OFFSHORE, WE ARE GOING TO SEE SOME HIGH WAVES OR HIGH SERVE AS WE HEAD INTO MORE THAN LIKELY THURSDAY AND FRIDAY AS THINGS GET GOING. WINDS WILL REALLY RAMP UP FOR BOXING DAY. WE’RE LOOKING AT GUESTS FROM 70 TO 80, BUT THERE HE WILL BE LIKELY CLOSER TO 80 OR 90 KM/H. IT IS PRETTY MUCH THE SAME SYSTEM THAT WILL AFFECT US FOR BOXING DAY. TOMORROW AFTERNOON HIS NOT TOO BAD FOR MOST OF US ACROSS THE ISLAND, SITTING WITH SOME SUNSHINE THROUGH PARTS OF CENTRAL, BUT ANYWHERE ALONG THE NORTHEAST COAST WITH SNOW CONTINUING THAT COULD PICK UP A COUPLE MORE CENTIMETRES, AND THEN WITH BLOWING SNOW. CONDITIONS WON’T EXACTLY BE IDEAL, BUT WE CERTAINLY WILL NOT SEE THE AMOUNT OF SNOW THAT WE DID TODAY. FROM NOW UNTIL TOMORROW AFTERNOON, PICKING UP MAYBE FIVE TO 10 CENTIMETRES OF SNOW. NOT A WHOLE LOT AS FAR AS SNOW GOES, BUT HERE IS WHERE WE WILL BE SITTING TEMPERATURE WISE. -1 FOUR SAINT JOHN. STRONG WINDS. EXPECT BLOWING SNOW. ANYWHERE FROM BONAVISTA NORTH TOWARDS THE NORTHERN AVALON. GRAND FALLS WINDSOR WILL BE -2 AND BLOWING SNOW ADVISORIES IN PLACE. ALONG THE WEST COAST, A POTENTIAL FOR FLURRIES, BUT TEMPERATURES SITTING IN THE – — MINUS SINGLE DIGITS. SUNSHINE IN COASTAL LABRADOR, FLURRIES AND WE’RE SITTING AROUND – 16 FOR LAB CITY TOMORROW AFTERNOON. OVERALL, A PRETTY NICE CHRISTMAS DAY. THAT IS A LOOK AT YOUR FORECAST AND I WILL HAVE YOUR BOXING DAY FORECAST COMING UP.>>Anthony: THANK YOU.>>>LET’S GET PART TO DO “HERE AND NOW”‘S INTERVIEW WITH PREMIER DWIGHT BALL. HE TOUCHED ON SOME OF THE CONTROVERSIES THAT HAVE GOT IN THE WAY OF GOVERNMENT DISCUSSIONS OF THE REAL PROBLEMS FACING NEWFOUNDLAND AND LABRADOR TONIGHT WE TRY TO DISCUSS SOME OF THE BIG ISSUES.>>THE AUDITOR HIS GENERAL HAVE BEEN SAYING THAT THE GOVERNMENT HAS A SPENDING PROBLEM. TODAY, NO DIFFERENT. WHY HAVEN’T WE BEEN ABLE TO GET SPENDING UNDER CONTROL? YOU RECOGNIZED IT WHEN YOU CAME UP WITH A WAY FORWARD. AND IN FAIRNESS, IT IS NOT JUST YOU. EVERYONE HAVE — HAS SPENDING PROBLEMS.>>WHEN YOU LOOK AT SPENDING, YOU’RE LOOKING AT TWO MAJOR AREAS THAT WOULD BE HEALTHCARE, EDUCATION AND SO ON AND SOME OF THE INVESTMENTS IN INFRASTRUCTURE. WE HAVE GOTTEN OUR HEALTHCARE SPENDING UNDER CONTROL. THIS IS NOT WHERE YOU ARE SEEING THE EXPENDITURE INCREASES. IF YOU LISTENED OPPOSITION PARTIES RIGHT NOW, THIS IS WHAT IS REALLY UNIQUE ABOUT BEING A DECISION-MAKER. THEY COME OUT AND ASK ABOUT ALL KINDS OF NEW THINGS. ON THE DAY LIKE TODAY, THEY SAY WE HAVE A SPENDING PROBLEM. THERE’S ONLY TWO WAYS TO ADDRESS THAT. YOU FREEZE TAXES OR YOU HAVE TO CUT SERVICES. WE HAVE MADE A DECISION TO STRIKE A BALANCE. THAT IS WHAT WE HAVE BEEN ABLE TO DO, REALIZING IF YOU LIVE IN THE PROVINCE, YOU NEED TO BE ABLE TO ACCESS THOSE SERVICES. IF YOU ARE A YOUNG FAMILY, ANY DO ACCESS SERVICES FOR CHILD CARE. YOU NEED GOOD SCHOOLS. STRIKING THE BALANCE IS NOT ALWAYS EASY TO DO. REALIZING WE HAVE A LOT OF POTENTIAL HERE IN THE LONG-TERM, AND THAT IS WHAT WE HAVE BEEN DOING. LOOKING AT THE LONG-TERM OF THE PROVINCE, MAKING THE DECISIONS WE NEED TO MAKE TODAY, “MAKING SURE WE STRIKE THE BALANCE OF PROVIDE SERVICES AND PROTECTS US>>Anthony: ONE OF MY BIG HEAD SHAKE MOMENTS OF 2019 WAS WHEN TOM OSBORNE POINTED OUT THAT AS A PROVINCE, OUR BIGGEST EXPENSES HEALTHCARE AND SECOND IS INTEREST PAYMENTS ON DEBT AND THIRD IS EDUCATION. WE SPEND MORE MAKING THE PAYMENT ON THE CREDIT CARD BILL THAN WE DO ON OUR SCHOOLS. WHAT IS THE ASSESSMENT OF HOW SERIOUS THAT IS? I’M NOT SURE IF PEOPLE WATCHING UNDERSTAND WHAT THAT MEANS.>>IT IS VERY SERIOUS. IT IS A SERIOUS SITUATION. ONE OF THE REASONS WHY WE HAVE TAKEN THE APPROACH. THAT COULD HELP PROVINCES LIKE US. WHEN YOU LOOK BACK 30 YEARS AGO, WE WERE 30%. IT IS MUCH LESS THAN THAT NOW. BUT THIS DEBT SERVICING COST IS EXTREME FOR NEWFOUNDLAND AND LABRADOR. NO OTHER PROVINCE IN THIS COUNTRY WAS AT THAT LEVEL OF DEBT SERVICING AND SO WE REALIZE THAT DOING THIS OVERNIGHT, THIS COMES WITH LONG-TERM PLANNING. WE ARE FOUR YEARS INTO THIS MAKING A DIFFERENCE. IT COMES FROM BRINGING PEOPLE INTO OUR PROVINCE THROUGH IMMIGRATION. BRINGING INVESTMENT. TWO YEARS AGO PEOPLE SAID THERE BE NO EXPLORATION. NOW THERE IS $4 BILLION READY TO BE SPENT ON EXPLORATION. THE REVENUE IS STILL EXTREMELY IMPORTANT BUT SO IS FINDING NEW INDUSTRY THAT WOULD BE AVAILABLE>>Anthony: A FEW MORE QUESTIONS ANOTHER POLICY ISSUE. A UNIQUE CHALLENGE FOR OUR PROVINCE. WE’RE ALL GETTING OLDER UNFORTUNATELY AND THE BIRTHRATE MAC IS NOT MAKING UP FOR THE DIFFERENCE AND NEITHER IS IMMIGRATION. ONE CAN POLITICIANS AND THE BRAINIACS AT UNIVERSITY AND OTHER INSTITUTIONS, AND PEOPLE WHO ARE ENGAGED, WHEN CAN WE GET TOGETHER AND DEAL — THAT IS THE MOST SERIOUS PROBLEM WE HAVE FACED. WE ARE DYING.>>I AGREE WITH YOUR ASSESSMENT OF THE POPULATION. IT IS A BIG ISSUE WE NEED TO GRAPPLE WITH. THE IMMIGRATION PLAN THAT WE PUT IN PLACE, WE ARE AHEAD OF PLAN ON THAT.>>Anthony: ISN’T IT INCREMENTAL IN TERMS OF WHAT WE REALLY NEED?>>WE ARE NOT BRINGING IN ENOUGH I STILL FACE QUESTIONS FROM PEOPLE AROUND THE PROVINCE ABOUT BRINGING IMMIGRANTS IN A GENERAL SENSE. WE NEED TO BRING INCREASED POPULATION AND FROM A POPULATION POINT OF VIEW, IT IS A DISCUSSION THAT IS IMPORTANT BECAUSE IT CAN’T BE DELAYED. WE HAVE TO GET OUR NUMBERS UP. WE HAVE YOUNG PEOPLE THAT ARE LEAVING THE PROVINCE. BECAUSE OF THE MAJOR PROJECTS THAT WERE DONE, WE HAVE YOUNG TRADESPEOPLE WHO ARE LOOKING FOR JOBS. I SPEAK TO THESE INDIVIDUALS A LOT. WHAT WE HAVE BEEN ABLE TO DO IS MAKE PLANS FOR WHAT THE FUTURE JOBS WOULD LOOK LIKE FOR OUR YOUNG PEOPLE BY RETRAINING. UNIVERSITY PROGRAMS THAT ARE RELEVANT TO THE LABOUR SECTOR THAT WE NEED IN THE FUTURE. IF YOU LOOK AT THE TECHNOLOGY SECTOR, THEIR FORECASTING 4500 JOBS. THIS EURO SPACE PROJECT IN OUR SECTOR CANNOT GET ENOUGH PEOPLE TO FILL EXISTING REQUIREMENTS. WE ARE SEEING POLAR OPPOSITES OF SOME SECTORS VERSUS SOME OTHERS. WE HAVE TO BE ABLE TO GET A MESSAGE OUT. RETRAINING IS AN OPTION FOR NEWFOUNDLANDERS AND LABRADORIANS THAT WANT TO BE RETRAINED TO STAY HOME HERE IN OUR PROVINCE. PLUS THERE ARE SOCIAL PROGRAMS THAT WE MUST MAKE SURE ARE THERE TO SUPPORT FAMILIES AND THEY WANT TO RAISE A FAMILIES HERE IN NEWFOUNDLAND AND LABRADOR.>>Anthony: FINAL QUESTION FOR YOU. 2020 WILL BE BIG. WILL WE SEE THE COOPERATION WAS TALKED ABOUT IN THE ELECTION OF 2019? I THINK YOUR MESSAGE WAS LET LEAVE MORE HUMBLED SAYING OKAY, PEOPLE HAVE SPOKEN, I MANAGED TO HANG ON. YOU CHOSE ME, YOU DIDN’T WANT CHAS CADBY YOU GAVE ME A MESSAGE ARE WE EVER GOING TO SEE THIS COOPERATION OR SETTING MYTHICAL THING THAT PEOPLE TALK ABOUT?>>THE COOPERATION HAS TO COME FROM ALL MEMBERS. I STILL WANT TO WORK WITH ALL MEMBERS JUST LIKE I WORKED WITH 13 PREMIERS ACROSS THE COUNTRY, 10 PROVINCIAL AND THREE TERRITORIAL. WE HAVE HAD A GREAT WORKING RELATIONSHIP FROM ALL PARTIES NATIONALLY. I WANT TO SEE THAT HERE IN NEWFOUNDLAND AND LABRADOR. IT TAKES ALL 40 MEMBERS WHO DEVELOP THAT COOPERATION, AND RIGHT NOW WE ARE NOT THERE, BUT AS LEADER OF THE PROVINCE, MY DOOR IS ALWAYS OPEN.>>Anthony: YOU HAVE BEEN VERY GENEROUS WITH YOUR TIME AS YOU ALWAYS ARE. THANK YOU VERY MUCH.>>MARY CHRISTMAS TO YOU AND YOUR FAMILY AND FOR ALL YOUR VIEWERS AT CBC.>>AND TO YOU AND YOUR FAMILY. THANK YOU.>>>WE POSTED THE FULL INTERVIEW , WHICH HAS SOME PARTS THAT DIDN’T MAKE IT ON THE PROGRAM LAST NIGHT OR TONIGHT. IF YOU’RE INTERESTED IN POLITICS , YOU STILL HAVE TIME TO FIND NOT THAT ON OUR WEBSITE. [♪♪♪]>>>TONIGHT IN OUR SERIES ON NEIGHBOURHOODS, WE TAKE YOU UP TO SHEA HEIGHTS AND FIND OUT ABOUT ITS SHORT HISTORY. [♪♪♪] [♪♪♪]>>Anthony: WELCOME BACK. LET’S GET BACK TO OUR SERIES OF PUTS A SPOTLIGHT AND SOME OF OUR INTERESTING NEIGHBOURHOODS. LAST NIGHT WE LOOKED AT KENMOUNT ROAD AND THE CAR BUSINESSES THAT ARE THE HEART OF THAT AREA. TONIGHT, WE TAKE YOU UP TOUCHÉ HEIGHTS. YOU MIGHT THINK IT WAS ALWAYS THERE LOOKING DOWN ON THE REST OF ST. JOHN’S, BUSH A HEIGHTS DOESN’T HAVE THAT LONG HISTORY. THE NEIGHBOURHOOD WAS A SEPARATE COMMUNITY AND FOUNDED BY PEOPLE WHO WERE FED ARE FED UP WITH THE CITY AND CLIMBS THAT HELD TO MAKE A HOME. THIS SEGMENT OF NEIGHBOURHOODS FEATURES A LONG TIME RESIDENT OF SHEA HEIGHTS. SADLY HE PASSED AWAY EARLIER THIS YEAR, BUT HE DID LEAVE BEHIND HIS RICH STORIES ABOUT SHE HEIGHTS.>>MY NAME IS LEO. I LIVED IN SHEA HEIGHTS ALL MY LIFE, AND IT’S A VERY FINE PLACE TO LIVE. I HAVE BEEN LIVING HERE 85 YEARS I WAS BORN ON WATER BRIDGE ROAD. THIS IS WHERE I FOUND THE PEOPLE MOVED UP THERE. THEY USED TO CALL — [Indiscernible] — THEY MOVED UP HERE. THEY MOVED INTO THIS AREA. BUT THEY WERE ALL OVER THE PLACE PEOPLE MOVED FROM ST. JOHN’S TWO DIFFERENT PLACES. THEY GOT THE IDEA COMING UP — [Indiscernible] — IN THEM DAYS, YOU CAME UP HERE AND YOU SAT IN ONE ROOM AND THEN AS THE FAMILY GREW, YOU WOULD BUILD ON THE ROOM. NO LIGHTS, NO ELECTRICITY. THERE WAS A LITTLE BIT OF COLD. PEOPLE SURVIVED THINGS THAT YOU WOULD NOT THINK ABOUT SURVIVING NOW IN THE COLD. THERE WAS NO INSULATION AND NOTHING LIKE THAT. THE COMMUNITY UP HERE HAS A REAL HOMEY SPIRIT. IF ONE PERSON HAD SOUP TODAY, YOU KNEW THE NEXT PERSON HAD SUPER SOUP TOO. YOU WERE NOT AFRAID — [Indiscernible] IF WE HAD SOMETHING GOING ON, LIKE A GAME OF BINGO, WHATEVER THEY COULD. EVERYBODY WAS INVOLVED. EVERYBODY KNEW EVERYBODY. YOU DON’T SEE THAT VERY OFTEN NOW. [Indiscernible] IT’S A DIFFERENT BALL BALLGAME IN SHEA HEIGHTS. YEARS AGO, YOU COULD NOT — YOU COULD GO ON THE ROOF OF YOUR CAR IT IS A DIFFERENT OUT HERE. [♪♪♪]>>IS LIKE THE HOLIDAYS AREN’T THE HOLIDAYS UNLESS I — UNLESS I HAVE MY CHICKEN BONES.>>Anthony: THEY ARE AN EAST COAST CHRISTMAS STAPLE. DISHES OF CHICKEN BONE KIND — CANDIES DODGING TABLES. WE WILL HAVE THE STORY BEHIND CHICKEN BONES. [♪♪♪] [♪♪♪]>>Anthony: WELCOME BACK TO THE CHRISTMAS EVE ADDITION OF “HERE AND NOW.” IF YOU HAVE EVER LIVED OR SPENT TIME IN THE MARITIMES, YOU PROBABLY KNOW THAT CHICKEN BONES ALREADY HOLIDAYS STAPLE, AND EVEN IN THIS PROVINCE, TO SOME EXTENT, THEY ARE POPULAR. ELSEWHERE IN CANADA, PEOPLE MAY NOT HAVE A CLUE WHAT CHICKEN BONES ARE ACTUALLY ALREADY. IS A CHRISTMAS CANDY MADE BY SOME BROTHERS AND THIS YEAR, THE WELL-KNOWN FAMILY BUSINESS TEAMED UP WITH A FAMILY START UP TO HELP TURN A CHILDHOOD TREAT INTO AN ADULT BEVERAGE. KAYLA HOUNSLOW HAS THAT STORY. [♪♪♪]>>OVERNIGHT SUCCESS. I DO APOLOGIZE FOR THE INCONVENIENCE.>>IT IS PRETTY CHAOTIC AT MOONSHINE CREEK DISTILLERY.>>WE ARE MAKING THE CHICKEN BONES INTO A SAVORY DRINK.>>Reporter: THE CLARK BROTHERS HAVE NO IDEA THERE CHICKEN BONES LOOK HERE MADE FROM THE HARVARD HARD CINNAMON CANDY WAS SUCH A HIT. 2500 BOTTLES SOLD OUT OVERNIGHT. SO WHY IS THIS CHRISTMAS CANDY CREATING SUCH A CRAZE? LET’S BACKTRACK, WAY BACK TO 1885 IN SAINT STEPHEN, NEW BRUNSWICK.>>THEY WERE INVENTED BY CANDY MAKER.>>Reporter: SHE IS A FIFTH-GENERATION C.E.O.>>IT’S LIKE THE HOLIDAYS AREN’T THE HOLIDAYS UNLESS I HAVE MY CHICKEN BONES. WE DO HEAR THAT A LOT.>>Reporter: NO CANDY MAKERS ARE MAKING EXTRA CHICKEN BONES JUST SO MOONSHINE CREEK CAN MAKE MORE LOOK HERE.>>IT IS A VERY HANDCRAFTED PROCESS.>>Reporter: AT — EXACTLY AS THEY DID IN 1885, THEY MADE THE MIXTURE, ADDED THE COLOUR AND RAN IT THROUGH THE CHICKEN BONE STRUCTURE. THEN COMES THE CHOCOLATE CENTRE.>>THAN THEY ROLL IT UP LIKE A BIG JELLYROLL.>>Reporter: A GIANT CHICKEN BONE HAND PULLED THROUGH MACHINE UNTIL IT SPITS OUT THE TINY TREATS. THERE ARE SO MANY STORIES FROM PEOPLE WITH AN EMOTIONAL CONNECTION TO THE CANDY.>>MAYBE THEY MET THEIR FIRST LOVE AROUND A SOCIAL SETTING WHERE CHICKEN BONES WERE THERE, OR MAYBE HOW THEY HAVE TO SEND GIFT PACKAGES TO A LOVED ONE OVERSEAS AND THEY ALWAYS WANT CHICKEN BONES.>>Reporter: WHEN THE NEW BATCH FINALLY WENT ON SALE, THE LINEUP AT THE LIQUOR STORE WENT ON AND ON. JUST AFTER 7:00 A.M. ON A TUESDAY.>>LOOK AT THAT!>>Reporter: 6,000 BOTTLES SOLD OUT IN A MATTER OF MINUTES. IF YOU’RE WONDERING HOW IT TASTES…>>IT TASTE LIKE CHICKEN BONES.>>Reporter: THE REMAINING BURNING QUESTION, WHY ARE THEY CALLED CHICKEN BONES?>>SOMEONE SAY THIS IS A LONG CANDY THAT HAS A MARROW TYPE CHOCOLATE CENTRE. MAYBE THAT IS WHY.>>Reporter: SO IT CONTINUES TO BE A BIT OF A CHRISTMAS MYSTERY, BUT THIS YEAR ONE THAT IS CREATING EXTRA HOLIDAY SPIRIT. [♪♪♪]>>Anthony: CHICKEN BONES WITH A KICK. WE WILL DIP INTO OUR ARCHIVES. THE NEXT COUPLE OF STORIES, CHRISTMAS AND MUSIC COME TOGETHER DURING THE FESTIVE SEASON, ESPECIALLY HERE IN NEWFOUNDLAND AND LABRADOR. WE ALL KNOW SOMEONE WHO CAN PLAY AN INSTRUMENT OR SING A SONG. WE WILL HAVE A LOOK AND LISTEN TO THE SCHOOL CHOIR FROM A SCHOOL IN 1988. YOU MAY RECOGNIZE YOURSELF OR MAYBE SOMEONE YOU KNOW. [♪♪♪] [Singing] [Singing] [Singing]>>Anthony: THIRTY-ONE YEARS OLDER THAN WHAT YOU SAW THERE. THEY SAY TALENT IS INHERITED AND THAT IS NO TRUER THAN ON CHANGE ISLAND. IN 1983, CAN BEAKER VISITED THE AREA TO SEE IF CHILDREN ACQUIRE THE SAME MUSICAL TALENTS AS THEIR PARENTS. HE GOT QUITE THE SHOW.>>I WAS CURIOUS. I WONDERED IF THE STUDENTS HERE SHOWED ANY OF THE TALENT DISPLAYED BY THEIR PARENTS. THEY PARTIED THE NIGHT BEFORE. EARLY IN DECEMBER, THE CHRISTMAS CONCERT WAS NOT READY FOR OUR PUBLIC PERFORMANCE, BUT THEN THE KIDS DON’T OFTEN HAVE THE CHANCE TO GET ON “HERE AND NOW.” LET’S ASK THEM ANYWAYS.>>WE WALKED IN ON THE SCHOOL A LITTLE BIT BY SURPRISE. THEY AGREED TO PUT THIS ON FOR CHRISTMAS CONCERT. BESIDES AS BRINGING CHRISTMAS GREETINGS TO THEM, THIS IS THEIR CHRISTMAS GREETINGS TO THE PEOPLE OF NEWFOUNDLAND AND LABRADOR. [Indiscernible]>>THERE ARE CANDLES IN THE WINDOWS AND A STAR ON THE TREE SO BRIGHT. BORN ONE HOLY NIGHT.>>Reporter: IT WAS WITH THE GRADE 10 AND 11 STUDENTS WHERE THE INTEREST IN DRAMA STARTED THIS SHOW. MORE THAN HALF OF THEM SIGNED UP FOR THE NEW THEATRE AND ARTS COURSE. THEY WROTE ARE IMPROVISED THREE SKITS ON THEIR OWN.>>HELLO, IS THIS FOOD A HALL LOOK SYNONYMOUS? THIS IS MRS. CLAUS SPEAKING. I WAS WONDERING IF YOU COULD SEND SOMEONE OVER. YOU HAVE AN EATING PROBLEM. HE IS EATING WAY TOO MUCH. THAT SOUNDS GOOD. THANK YOU. GOODBYE.>>BOY, OH, BOY, “BOY. ARE YOU GOING TO EAT ALL THAT?>>YEAH. [Laughter] [Laughter] [♪♪♪] [Singing] [Singing] [Singing]>>Reporter: THAT, QATAR PLAYED BY YOUNG SHEILA EDWARDS LOOKS FAMILIAR. THEN I REMEMBERED, A FELLA HAD PLAYED THE SAME GUITAR AT THE PARTY THE NIGHT BEFORE. IT WAS THEN I REALIZED THAT THE PERFORMING ARTS ARE INDEED ALIVE AND WELL ON CHANGE — ON CHANGE ISLAND.>>Anthony: IS GREAT WATCHING THOSE ITEMS FROM THE 1980s. REMINDS ME THAT 80% OF THE WORLD ‘S PLASTIC SUPPLY WENT INTO MAKING THE GIGANTIC EYEGLASSES OF THE 1980s. [♪♪♪]>>ADULTS ARE OUT ENJOYING IT WITH NO KIDS.>>Anthony: WE ARE TAKING YOU BACK TO PLACENTIA OF THE MID- 1980s. MEMBER THE TIME WHEN ONE RESIDENT BUILT AN ENTIRE CHRISTMAS BUILT VILLAGE ON HIS FRONT LAWN? [♪♪♪] [♪♪♪]>>Anthony: WELCOME BACK. BEFORE WE GET TO YOUR WEATHER, YOUR CHRISTMAS WHETHER, MEGHAN HAD A STORY ABOUT THOSE RESTAURANTS.>>Anthony: YES.>>Ashley: WE ARE PREPARING MEALS FOR THOSE PEOPLE WHO NEED THEM THIS TIME OF YEAR. I GOT AN E-MAIL AND THIS E-MAIL SAYS, OR I SHOULD SAY, A TWEET, THE LANDINGS RESTAURANT SEES THEM DO THE SAME WITH FULL TURKEY DINNERS. THANK YOU FOR THAT. THANK YOU TO ALL THOSE COMMUNITIES THAT ARE HOPING TO GET STUFF GOING.>>Ashley: YES.>>Anthony: ARE YOU HEARING STRANGE THINGS?>>Ashley: I AM.>>Anthony: SO MY. [Laughter]>>Ashley: IT IS IN OUR EARS.>>Anthony: TONIGHT IS THE NICE NIGHT TO GET THE SNOW OUT OF THE WAY.>>IF YOU HAVEN’T ALREADY CLEARED YOUR SNOW YOU WILL WANT TO DO THAT. TOMORROW THE WIND WILL WHIP THAT AROUND. WE WILL TAKE A QUICK LOOK AT THE FORECAST FOR CHRISTMAS DAY JUST IN CASE YOU MISSED IT. SNOW AND BLOWING SNOW IS THE STORY ALONG THE NORTHEAST WITH WINDS BEING PRETTY STRONG BETWEEN 50 AND CENTIMETRE — 50 AND 60 KM/H OUT OF THE NORTHWEST WE HAVE FLURRIES ALONG THE WEST COAST. THERE SHOULD BE SUN IN THE MIX IN PARTS OF CENTRAL. AND UP TO LABRADOR, A COOL DAY FOR YOU. – 16. THE CHANCE OF COASTAL FLURRIES. OVERALL NOT A BAG DAY FOR THE BIG LAND. THAT IS BECAUSE THE NEXT SYSTEM WILL COME INTO PLAY. THIS IS THURSDAY MORNING. IT’S THE SAME SYSTEM, IT IS JUST RAMPING UP AND BRINGING SOME MORE SNOW OR ANOTHER ROUND OF SNOW THAT MAINLY WILL AFFECT COASTAL LABRADOR AND NORTHEASTERN PORTIONS OF THE ISLAND AS WELL. THE WEST COAST WILL SEE FLURRIES WITH THE SYSTEM, BUT THE ACCUMULATION SHOULD BE RIGHT ALONG THE NORTHEAST COAST. IT WILL BE EVEN STRONGER THROUGH THE DAY. SNOW AND BLOWING SNOW. PICKING UP ANOTHER POTENTIALLY FIVE, AS MUCH IS 10 CENTIMETRES OF SNOW ALONG THE NORTHEAST COAST. -3 OR -10 FOR HAPPY VALLEY-GOOSE BAY. AND PLENTY OF SUNSHINE IN LAB CITY AND CHILLY TEMPERATURES WILL SIT AROUND, STICKING AROUND – 16. HERE IS THE SNOWFALL. RIGHT NOW THIS IS WHAT IT’S SHOWING. IT COULD CHANGE IN THE NEXT COUPLE OF DAYS BECAUSE THIS IS STILL TWO DAYS AWAY. FIVE TO 10 CENTIMETRES AS POSSIBLE. IT WILL BE THE WINDS THAT WILL BE THE BIG STORY. IT CERTAINLY WILL BE A FACTOR. HERE IS FRIDAY. THINGS WILL EVENTUALLY SETTLE DOWN A LITTLE BIT. WE’RE LOOKING AT THE POTENTIAL FOR FLURRIES ALONG THE WEST COAST, AND THEN INTO SATURDAY, THE NEXT SYSTEM WILL BRING SOME SNOW FOR LAB WEST. PARTS OF THE ISLAND AS WELL. AND HEADING INTO MONDAY, THAT IS REALLY WHEN THE NEXT SYSTEM ROLES IN. A BIG SYSTEM ROLES IN. THIS ONE WILL WARM UP. SOME OF THE MODELS ARE POINTING AT TEMPERATURES IN THE HIGH SINGLE DIGITS AS WE HAD THROUGH MONDAY AND EVEN INTO TUESDAY. THIS BRINGS US INTO NEW YEAR’S EVE, BUT SNOW, PROBABLY WILL SEE A MIX AND A CHANGEOVER TO RAIN THROUGHOUT THE DAY AND SOME AREAS WILL SEE SIGNIFICANT RAINFALL. HERE IS A LOOK AT THE NEXT FIVE DAYS. TEMPERATURES DIPPING AS WE HEAD INTO THE WEEKEND, BUT AGAIN, WE WILL HANG ONTO THE POTENTIAL FOR SOME FLURRIES THROUGH THE DAY. FOR CENTRAL NEWFOUNDLAND, SUNSHINE ON FRIDAY AND THEN THAT POTENTIAL FOR SOME FLURRIES WILL MOVE IN FOR SATURDAY AND SUNDAY. YOUR TEMPERATURES HOVERING AROUND -2 FOR BOTH DAYS. AND FOR WESTERN NEWFOUNDLAND GET GENERALLY GREY ACROSS THE BOARD WITH ONSHORE FLURRIES, RELEASE A POTENTIAL FOR ONSHORE FLURRIES AND LIGHT SNOW POSSIBLE FOR FRIDAY AND SATURDAY AND SUNDAY AS WELL. AND THEN UP THROUGH LABRADOR, TEMPERATURES SITTING IN THE – TEENS ACROSS-THE-BOARD. SUNSHINE ON FRIDAY AND POTENTIAL FOR SOME SNOW SATURDAY AND SUNDAY. AND SUNSHINE IS THE STORY FOR THURSDAY FOR WESTERN LABRADOR. FRIDAY, THAT IS DEPENDENT — POTENTIAL FOR FLURRIES THAT MOVES BACK, AND THEN WE HAVE SNOW FOR THE WEEKEND.
